RIVER VILLAGE PLAN AIRED FIRST OF NEWHALL LAND TRACT MEETINGS SET.

Byline: Nicholas Grudin Staff Writer

VALENCIA - With approvals in hand, The Newhall Land and Farming Company The Newhall Land and Farming Company is a land management company based in Valencia, California, United States. The company is responsible for the master community planning of Valencia, as well as the management of farm land elsewhere in the state.  will hold the first in a series of public meetings Thursday to keep the community informed about its 20,885-home Newhall Ranch development.

The scoping meeting in the Castaic Union School District offices will introduce residents to Newhall Ranch's first phase, called River Village. This 1,444-home neighborhood, if approved, will begin construction in 2006 and set the tone for a subdivision the size of a small city to be built in the hills west of the Golden State Freeway The Golden State Freeway is a north-south freeway running through Kern County and Los Angeles County, California. Originally built as U.S. Highway 99, it was re-signed as Interstate 5 in 1964. .

``This is a chance for people to comment - to hear from the planners and consultants - on the scope of the project, to make sure all of the issues surface that will be analyzed an·a·lyze

Thursday's meeting is one of many more to come in the continuation of the Newhall Ranch building approval process. The Newhall Ranch Specific Plan, which was approved by the county supervisors, did not include any actual neighborhood blueprints. That's what the coming meetings will introduce.

River Village eventually will be home to about 4,500 residents along the Santa Clara River Santa Clara River may refer to:

. The 300-acre neighborhood will also have an elementary school elementary school: see school. , a community park and business development.

Environmental activists worry that River Village will be one of the most environmentally harmful projects in all of Newhall Ranch because of its placement along the river.

``That project happens to be on the very most sensitive part of the Santa Clara River,'' said Teresa Savaikie, a local activist who has argued against Newhall Ranch. ``They've learned that if they can go in and destroy the most sensitive part of the river, then once they've done that damage, it's pretty much a done deal on the rest.''

Lauffer, Thursday's county scoping meeting - and environmental reports being conducted by the state and federal government - will ensure that the river is protected. And many of the issues have already been covered, Lauffer said.

County officials said Thursday's scoping meeting would start the process for the tract's environmental impact reports.

``The purpose of the scoping meeting is .... (to determine) the scope and content of the environmental impact report to be prepared for this project by soliciting comments from the public and other agencies,'' said Hsiao-ching Chen, the principal regional planning regional planning: see city planning.  assistant for the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County Department of Regional Planning.
