Campaign reports filed Thursday showed Villaraigosa has raised more than $2.2 million from around the country and has $1.7 million left to spend while Hahn's campaign estimated he will have raised a total of $l.8 million for the campaign but has $1.1 million left for the final stretch.

The spending does not reach the record levels of the 1993 campaign when Richard Riordan Richard J. Of that, $13 million has been raised by the different candidates and $2.8 million is being spent by independent groups on behalf of the two.

The latest reports added fuel to the controversy over City Hall's ``pay- to-play'' investigations even as the candidates put the trust issue aside and vowed to shake up the status quo [Latin, The existing state of things at any given date.] Status quo ante bellum means the state of things before the war. Speaking at the new West Valley police station, Villaraigosa pledged to hire 1,000 extra officers - a promise he said Hahn made but never kept. In addition, the councilman said he will double the number of senior lead and gang officers and expand foot and bike patrols.

``Four years ago, this mayor and I pledged to add 1,000 police officers. Four years and four budgets and $500 million later and we still do not have those 1,000 police officers.

``As mayor, I will not accept the status quo for law enforcement,'' Villaraigosa said. ``We have heard the excuses about why we can't afford more police officers. As mayor, I will provide the leadership to do so.''

Hahn has endorsed the Small Schools Initiative and has said he would like to change the City Charter to give the mayor more authority over school board decisions.

He also deflected accusations that he became interested in schools only to garner voter support. He said he has provided the funding to expand the L.A.'s BEST after-school program and develop the Free Cash for College project and has worked with the school district to find sites for new schools.

``I am not new to dealing with educational issues,'' Hahn said. ``I have two children in public schools. It is something I am vitally interested in.''

Hahn also rejected a call from the Villaraigosa campaign to return what's left in a fundraising account from real estate developer Charles Fitzgerald Captain Charles Fitzgerald (1791–1887) was the Governor of The Gambia from 1844 until 1847, then Governor of Western Australia from 1848 to 1855.

Fitzgerald is being sought by federal officials on fraud charges and is believed to have fled the country.

Villaraigosa also picked up the endorsement of City Councilman Dennis Zine, who previously had supported Hahn. Zine said he switched allegiance because of pressure from Hahn and others when he refused to back a sales-tax increase to hire more cops.

``I felt I was being bombarded and I felt betrayed,' ' said Zine, a retired LAPD sergeant. ``We were told the only way we could hire more police officers was with the sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government. . Well, I'm against more taxes. My district is against more taxes.''

While acknowledging he had stood with Hahn as recently as less than a month ago, Zine said he now believes Villaraigosa can offer something for the city that Hahn cannot.

Hahn said he didn't know what to make of Zine's switch.
