``These are the leaders of the next millennium,'' Riordan said at a City Hall news conference.

As for Estrich, Riordan said she is a ``consummate professional with an intense passion for public policy, politics and the law.''

Both appointments will require City Council confirmation.

De la Rocha said she was prepared for the demands of the job - even if it meant getting up at 3:30 a.m. to go to a crime scene.

``I'm up at 3 a.m. anyway with one of my babies,'' de la Rocha joked.

``I am looking forward to this challenge. I have been studying up and want to be prepared.''

De la Rocha said she expected to be as independent a member of the Police Commission as she was on the Ethics Commission.

``I plan to ask a lot of questions, but some of those will be done in private,'' de la Rocha said. ``I know, having served on other commissions, that sometimes what is done in public doesn't reflect all the behind-the-scenes work.''

De la Rocha is a fourth generation Angeleno and now lives in the Valley Glen area.
