Riordan (born May 1, 1930) is a Republican politician from California, U.S. who served as the California Secretary of Education from 2003–2005 and as Mayor of Los Angeles from 1993–2001. ``If the Valley wants to be healthy, they should organize and the city can be a partner,'' he said.

The commercial self-assessment district would allow business or property owners to pay for their own services including street cleaning, security, landscaping, lighting and parking. Studio City's proposed district is one of at least 11 in the works throughout the Valley.

The city has launched a campaign to promote the districts, offering up to $75,000 in seed money to each community to form them.

``This is contradictory to secession,'' he said. ``If the current city empowers them, then secession is unnecessary.''

Business leaders at the luncheon largely agreed with Riordan that forming a district could improve both their own community and their relations with the city.

``If people don't have confidence that this will improve things in terms of parking and security, then it will be tough to keep them from looking at secession,'' said Dan Burrell, president of the Studio City Chamber of Commerce.

That could change if the business improvement district proves successful, he said.

Despite the overall support for the district, residents and business owners voiced hesitation about how it would operate within city red tape.

``I have not signed on to the (business improvement district,) because I see it right now as just a new bureaucracy,'' he said.
