``We want to get out the message that it's the big cities that are getting the short end of the stick,'' Riordan said in a telephone interview midway through his day.

``It is the cities that have to carry out all the social programs that the state is cutting back on.''

Among his main goals was to have the Legislature put on the ballot a constitutional amendment that would reimburse cities for any money lost by reducing the vehicle tax as proposed by Wilson and other officials.

The fund is a major source of revenue for cities, and Wilson has said he would seek a state law to require reimbursement. However, Riordan and others believe the repayment provision should be in the state constitution so it cannot be changed without a vote of the people.

``I think I was able to make the point with the governor,'' Riordan said. ``He was a mayor and understands the needs of cities.''

In addition to the car tax issue, the mayor said he would press for legislation that would provide tax credits for businesses locating in enterprise zones, additional transit funds, and more money for various law enforcement programs.

It is Riordan's first trip to Sacramento in many months and comes after three lobbying trips to Washington, D.C.

``The mayor wants to make sure Los Angeles has a voice at the table on funding and policy issues,'' spokeswoman Noelia Rodriguez said. ``He wants to make sure the officials know where Los Angeles stands on the major issues.''
