Kim Thompson, spokeswoman for the North Valley Coalition, said her organization appreciates the step.

``We're happy he's doing it,'' Thompson said. ``It's better late than never. It's something we certainly need, and we need city support.''

Riordan said the inspector will monitor how trash is deposited and ensure that all safety and environmental requirements are met.

Riordan said it follows his decision last year to provide funding for an environmental supervisor who has been providing oversight and has served as community liaison for the landfill.

The city and county will jointly operate the facility if the re-opening of the city portion proceeds.

Officials with Browning Ferris Industries, which has paid $100,000 a year for the monitor, said they were surprised by the county recommendation and they supported having a monitor in place.
