Among the requested changes to the digest is elimination of the claim that the commission will ``draft a new charter,'' so that the digest instead says the commission will ``propose a new charter for approval or rejection by the voters.''

Fleming charged that city officials proposed the digest wording to undermine voter VOTER. One entitled to a vote; an elector.  support for the measure.

``We're just incensed about the fact this is supposed to be objective and it obviously is not,'' Fleming said.

He said city officials say they have until next Tuesday to decide on the wording of the ballot summary.

City Council members have defended the wording, saying it was adopted by an independent ballot summary committee, which was unbiased.
