RICHARDS FEELS `SEINFELD' GOT SHAFT AT EMMYS.

Byline: Marilyn Beck & Stacy Jenel Smith

Sunday night's Emmys have left Michael Richards determined he will never attend another TV industry awards show.

``I feel like a loser,'' says the man whose portrayal of Cosmo Kramer Cosmo Kramer is a fictional character on the American television sitcom Seinfeld (1989–1998), played by Michael Richards. Kramer is the wacky neighbor of main character Jerry Seinfeld. He lives at 129 West 81st Street, New York City, Apartment 5B.  on ``Seinfeld'' earned him two Emmys in the past.

He reveals that after losing out on an Emmy this year to Rip Torn (for ``The Larry Sanders For the television show and fictional character, see .

He adds that he's sure Jerry Seinfeld This article is about the comedian. For the character, see Jerry Seinfeld (character).

is disappointed that the show was also a loser - and that it has only been named Outstanding Comedy Series once in the past.

``I think the show was passed over this year,'' he says, ``because it looks like we're wrapping up `Seinfeld' - we're not sure if there's another year. People are just treating it like it's a done deal.''

He adds, ``It's terrible when it takes an awards show to give you personal endorsement. I'll never put myself in that position again. It's like Vegas - when you're winning, you should take your dough and get out. I have to remind myself I've won twice, to shut up and let someone else have a chance.''

Meanwhile: Richards wouldn't even be able to hazard at risk; liable to suffer damage or loss.

When he's asked what it was like making the adaptation of the Simon play, the actor says, ``Fast! I flew into London the day after I finished work on `Seinfeld.' The next morning I was on the set, jet-lagged. I quickly tried to cut my hair to as much of Kramer as possible. Then Neil Simon came up and said, `You know, you're playing me.' Cyber space: Ever-avant garde rocker David Bowie's next album, ``Earthlings,'' isn't scheduled to hit stores until early next year - but Bowie's doing an advance-advance sneak of the disc at 7 tonight on the Internet (www.davidbowie.com). He's also planning a cyber conference featuring himself and two Bowie impostors, giving Net users the opportunity to guess which responses are from the genuine Bowie - and which are bogus Bowies, ``Telling Lies,'' as in one of his new song titles.

Here in the real world, Bowie's been playing ballroom dates (all sold out) to keep up his chops for recording of the album - which he's doing in New York New York, state, United States

The talk-show circuit: Comic Pat Bullard, the latest to throw his hat into the talk-show arena with his ``Pat Bullard Show,'' says he's pulling in favors from friends for his first few shows. The comedian, who spent four years writing for ``Roseanne'' and a year co-producing and writing for ``Grace Under Fire,'' says he's already taped his buddy Tom Arnold ``who gave me my first break as a writer on `Roseanne.' '' And he taped ``Grace'' star Brett Butler last week.

But the word's still out whether Roseanne will guest. ``It'll be interesting to see. ... I don't know Don't know (DK, DKed)

She asked me to come back because she liked the work I did.''
