RFP issued for Gov's Island.


The Governors Island Preservation and Education Corporation (GIPEC GIPEC Governors Island Preservation and Education Corporation ) is issuing a request for proposals for a qualified consulting team to provide planning and pre-development consulting services in conjunction with the planning process and redevelopment of Governors Island. Governors Island, a military facility for over 200 years and vacant since 1996, is being prepared for public park, education and other new uses. Services to be provided include land use planning

Lima, president of GIPEC.

The winning consultant team will consist of professionals with extensive experience in a variety of projects including successful, large-scale mixed-use planning and development projects, particularly in urban and waterfront areas.

The consultant team's work will establish an updated baseline of information, provide surveys of existing Island conditions, and assist in the process of identifying a set of preferred redevelopment scenarios and potential anchor tenants, as well as matching uses to appropriate spaces. GIPEC and its selected consultant team will work very closely in coordination with the National park Service which, in parallel, is preparing its own plan for the future use of the 23-acre Governors Island National Monument national monument

. President George W. Bush proclaimed the portion of the Island that contains historic Fort Jay and Castle Williams as a National Monument earlier this year.

For most of 20th century, the island was occupied and managed by the U.S. Army and the U.S. Coast Guard. In 1995, as part of a national cost cutting measure, the U.S. Coast Guard closed its facilities on the Island and all personnel were relocated the following year.

Bush, Governor Pataki, and Mayor Bloomberg announced that the federal government would sell Governors Island back to the people of New York for a nominal cost, provided that the island would be used for predominantly public benefit uses. In 2003, Mayor Bloomberg and Governor Pataki joined President Bush in the Oval Office to announce the sale of Governors Island to the City and State of New York for $1.
