Intracorp., the owner and developer, hopes to begin construction in July 2005 and complete the project by late 2006. The development is also one way the city can creatively address its housing needs. ``I think we need housing in the urban district. We are built out in the multifamily neighborhoods throughout Glendale,'' Quintero said. The project at 400-444 E. Broadway is the largest to utilize zoning adopted last year for the East Broadway area. The vision is to make more pedestrian-friendly the area bounded by Wilson and Glendale avenues and Colorado, Louise and Isabel streets. That stretch of Broadway - with small mom-and-pop shops, a church and the main post office - has struggled for decades to attract foot traffic and become an economically viable gateway to downtown Glendale. ``This is the transformation of East Broadway to a more residential-style neighborhood,'' City Manager Jim Starbird said. ``You will see a transition of East Broadway with mixed residential and commercial and as a result you start to create this 24-7 environment.''
