REVENUE IN BUDGET GROWING.

Byline: Patricia Farrell Aidem Daily News Staff Writer

Spurred by unprecedented growth, a proposed $90.8 million budget for the coming fiscal year shows a 1 percent increase in revenue, with funding for new parks New Parks is an area in the city of Leicester, England. It is in the west of the city, close by the county border (west of which is Glenfield. South of New Parks is the Western Parks area, and to the east is the Newfound Pool area. , road improvements, trails and public safety.

Residential and commercial development are reflected on both the revenue and expenditure sides of the budget. While growth adds to the city's cost of doing business, it also generates more than enough revenue to pay the expenses, City Manager George Caravalho said in his summary this week to the City Council.

``Budgetwise, we're a very healthy city,'' said Ken Striplin, a management analyst for Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country, . ``We're fortunate we have money to spend on improvements.''

the proposal, the biggest chunk of revenue would go toward capital projects - the continuing development of Central Park and the Santa Clarita Sports Complex and roads projects such as the Via Princessa Wiley Canyon Bridge.

Designs for the third phase of the sports complex would be funded in 1999-2000, including blueprints for an expanded skate skate, fish: see ray.

The budget will be the topic at a City Council study session, scheduled for 5:30 p.m. Tuesday in council chambers, 23921 Valencia Blvd. Hearings also are scheduled June 1 and 8, with June 22 the target date to adopt the budget. The plan takes effect July 1.

The overall budget reflects 40 sources of funding, including money specified for specific expenses, Caravalho said. The general fund, representing just over half the budget, draws most of its revenue from a share of sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government.  generated locally.

Sales tax is projected to increase by 5 percent - or $800,000 - in the coming fiscal year, which begins July 1. Revenue from development is expected to increase by 12 percent - $700,000 - offset, in part, by added staffing needed to deal with growth.

Caravalho cited two sources of concern to the city - the possibility that voters will abolish state motor vehicle fees that cities receive and the increased popularity of Internet shopping, exempt from sales tax.

Some highlights of the budget include:

Setting $517,550 for additional staffing, equipment, utilities and buildings to maintain existing parks and to build at two new sites, Central Park and the planned Circle J Ranch ranch, large farm devoted chiefly to raising and breeding cattle, horses, sheep, and goats.
