RESURRECTED PANEL WILL PLAN AIRPORT GROWTH.

Taking the next step toward addressing Southern California's air-traffic needs, Mayor Antonio Villaraigosa Antonio Ramon Villaraigosa (born Antonio (Tony) Ramon Villar, Jr. on January 23, 1953) is the mayor of Los Angeles, California. He is the first Latino mayor of Los Angeles since Cristobal Aguilar in 1872.  is expected today to announce the revival of a panel to plan the expansion of regional airport operations.

The authority was disbanded several years ago amid disputes over how to plan for air traffic growth in the region, even as the controversial master plan for the expansion of LAX was being developed.

There has been discussion over the past year about creating a regional airport authority that would control operations at all airports in Southern California. However, no formal proposal has been developed and Los Angeles city officials remain wary of other jurisdictions getting control of LAX.

The Southern California Regional Airport Authority would have no direct involvement in an airport's operation, but Villaraigosa believes it can help open discussions with neighboring areas on how air traffic can be dispersed more equitably throughout the region.

Also expected to participate are Rep. Jane Harman, D-El Segundo, and Supervisor Don Knabe, in whose districts LAX is located. Both were critics of an earlier master plan that would have increased the number of flights out of LAX, the nation's third-busiest airport.

 over the modernization of LAX, with opponents agreeing to drop their lawsuits in exchange for the mayor and City Council abandoning the most controversial elements of the $11 billion plan.

Under the revised master plan, the city green-lighted a $4 billion modernization effort while promising to limit passenger traffic by gradually closing airplane gates, giving critics and neighbors a greater voice in upgrading the facility, and funding noise- and traffic-mitigation projects in nearby communities.

Villaraigosa also vowed to see Los Angeles regionalize its air traffic to spread the burden -- as well as the economic opportunities -- to other areas.

The Southern California Association of Governments has estimated the region will get 2.2 million more people over the next 25 years, with the greatest demand for air traffic coming from the eastern end of Los Angeles County and neighboring jurisdictions.

 owns Van Nuys, Ontario and Palmdale Regional airports.

Ontario Airport is the more developed passenger facility in the region, and the city has committed to expansion of its operation.

Palmdale has proved more problematic in attracting airline services and passengers to the High Desert, and no carrier is currently operating there.

At Van Nuys, the nation's busiest general-aviation airport, the City Council has approved a 20-year plan that maintains 34 acres for propeller planes while allowing the expansion of the lucrative charter-jet business.
