During the first public hearing of the Charter Review Committee on Monday night at the Buena Vista Library, Burbank residents offered these and other suggestions to the panel studying possible changes to the charter. Two more public hearings are set for June 3 and June 5.

Since January, the 15-member panel made up of Burbank residents and guided by a consultant has made 18 recommendations for changes to the 28-page charter written in 1926.

Those changes -- from the creation of a city preamble A clause at the beginning of a constitution or statute explaining the reasons for its enactment and the objectives it seeks to attain.

Generally a preamble is a declaration by the legislature of the reasons for the passage of the statute, and it aids in the interpretation of

Frank Kaden, 79, a former Internal Revenue Service agent, suggested the panel recommend that Planning Board members and airport commissioners, who are currently appointed by a vote of the council, be elected instead because he thinks some have been ``little puppets of council people.''

Referring to last summer's arrest of former City Councilwoman Stacey Murphy on drug and child-endangerment charges, John Roth John Roth, is the former Chief Executive Officer (CEO) of Nortel. He was named Northern Telecom Limited's CEO in 1995 and was elected to the board of directors in 1996.  urged the panel to write into the charter a requirement that elected officials and administrators undergo mandatory drug tests. The council is expected to take up that issue on Tuesday.

``We could have avoided a lot of problems,'' Roth said. ``If that had happened, this past problem would not have surfaced.''

Eden Rosen took issue with the charter review committee, which suggested changing council meetings from once a week to at least twice a month.

``Two times a month is not enough,'' she said. ``The agendas are chock full as it is, and meetings are running late as they are.''
