RESIDENTS PROTEST SIX-LANE HIGHWAY.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  - Allowing truck traffic on a six-lane Golden Valley Road near Sierra Highway Sierra Highway is a road in Southern California, United States. It runs from Tunnel Station near the north limit of the City of Los Angeles, where it intersects with San Fernando Road and Foothill Boulevard, as well as Interstate 5, and continues north to Mojave, mostly paralleling  would put children walking to and from school in danger, homeowners said.

 meeting Tuesday to demonstrate their opposition to truck traffic on the six-lane highway.

``Please listen to their passion for their neighborhood,'' said Montecito Homeowners President Bill Sloan, introducing seven of his neighbors who presented a seven-point argument against allowing truck traffic. ``Help us protect it.''

The city's general plan marks the uncompleted road as a six-lane thoroughfare THOROUGHFARE. A street or way so open that one can go through and get out of it without returning. It differs from a cul de sac, (q.v.) which is open only at one end.
     2. Whether a street which is not a thoroughfare is a highway, seems not fully settled.
. The residents asked the Santa Clarita Planning Commission to amend the city's plan for the road before approving a 176-home development near Sierra Highway.

. Hart Union High School District, agreed that the trucks would create a major safety issue. The district is planning a high school campus on Golden Valley Road.

Bob Cristiano, the property owner, said the developer is behind the residents 100 percent, and agrees that trucks should be prohibited from Golden Valley Road.

``We're powerless,'' he said. ``The six lanes and truck traffic were forced on us.''

Cristiano asked the commission to separate the two issues and vote on the merits on the merits adj. referring to a judgment, decision or ruling of a court based upon the facts presented in evidence and the law applied to that evidence. A judge decides a case "on the merits" when he/she bases the decision on the fundamental issues and considers  of the new home development, rather than the truck traffic issue. He told the commission that the amount of time it would take to amend the city's general plan would cause the project's financing to fall through.

Commissioners, in their comments to city staff members, seemed receptive receptive /re·cep·tive/ (re-cep´tiv) capable of receiving or of responding to a stimulus.  to the idea of banning truck traffic on the road, although the city's traffic engineering department recommended against the change.

``It might be a half-mile longer (for the truckers), but it would be a lot safer for the children,'' said Commissioner Rob Parris, prompting applause from the audience.

The city's general plan calls for Golden Valley Road to be widened to six lanes from four and opened to truck traffic when it connects to Newhall Ranch Road. That is not expected to happen for several years, said Rabie Rahmani, the city's senior traffic engineer.

``You guys are going to put my boy at risk,'' said Jacques Sandoval, a Green Mountain Drive homeowner. His son, Jake, 8, also attended the meeting.

City engineers also told the Planning Commission that they have reversed their earlier finding that Zephyr Zephyr or Zephyrus: see Eos.  Newhall's plans to build 15 homes on a steep ridgeline ridge·line

An additional soil report and a re-evaluation of the developer's maintenance plan for the steep ridgeline along Sierra Highway in a landslide-prone area prompted the reversal.

``It's a compromise because of what we are asking them,'' said Commissioner Michael Berger. ``We are asking more of them than any other developer.''

Zephyr Newhall has pledged to build Golden Valley Road, which will be the first highway to cross the center of Santa Clarita, and stablize Sierra Highway. That will have a significant public benefit, said Associate Planner Jeff Hogan hogan

The developer also will pay an additional $300 per home fee to improve the Honby Channel because of drainage impacts from the homes, another issue brought before the commission by concerned homeowners.

The commissioners also indicated that they would require Zephyr Newhall to replace three oak trees slated to be removed with 150 oak trees in 24-inch boxes, rather than replanting the trees.
