, 168 senior lead officers throughout the city will move from their community liaison roles back into police cars to respond to routine radio calls and to train other officers.

Senior lead officers maintain personal contact with neighborhood groups in their areas to monitor community concerns about crime. Under Parks' plan, residents would have contact with any number of officers at their local police stations. Parks said having the station as a whole informed about community concerns would help solve problems on a long-term basis.

Many of the more than 100 residents attending the forum with three LAPD captains and the vice president of the Police Commission at Parker Center Parker Center is the headquarters for the Los Angeles Police Department, and is located in Downtown LA. It is named for former LAPD chief William H. Parker. The sprawling, multi-centered megacity is such that its downtown core is often considered just another district like Hollywood or  argued that senior lead officers take a proactive role in fighting crime in their communities.

But LAPD officials maintained that under Parks' plan even more officers will be aware of local problems.

``We're trying to get the whole department to do what the senior lead officers do,'' said Mike Bostic, deputy chief of the Valley Bureau of the LAPD. ``The senior leads aren't going away. . . . It could be anybody who calls (residents) back and solves their problems.''

One problem with the current setup, Bostic said, is that the police handle calls that city staffers should cover, such as garbage pickup, tree trimming and broken street lights. These issues will now be handled by city staffers so that ``we could get in the business of doing police work,'' Bostic said.

But Don Bunte, a member of the Community Police Advisory Board for the LAPD's Foothill Division, said he relies on his senior lead officer's more personable PERSONABLE. The senior lead officer, he said, keeps other officers in the neighborhood informed.

Several residents demanded that LAPD officials test and review the plan first, and if it proves ineffective, return senior lead officers to their original duties.

Police Commission Vice President T. Warren Jackson said Thursday's panel will aim to incorporate the residents concerns into the policy-making pol·i·cy·mak·ing or pol·i·cy-mak·ing

Bostic said the reorganization plan should take effect within the next few months.

Whatever is decided, North Hills resident Harry Coleman said, it should be integrated softly.

``He should make sure that he gets the quality and the quantity of the sergeants that are necessary to implement the program,'' Coleman said of Parks. ``He should give the community time to accept it.''
