RESERVOIR GREEN LIGHT GRANTED OFF-ROADERS CAN RETURN.

ANGELES NATIONAL FOREST The Angeles National Forest (ANF) was established by executive order on December 20, 1892 as the San Gabriel Timberland Reserve. Forest Service officials had hoped to open the reservoir bottom to off- roaders after Labor Day, which is the last day that water officials are required to keep water in the reservoir for anglers and boaters.

But the opening was delayed by federal wildlife officials' proposal in June that Littlerock Creek - and 478,000 acres total in Southern California - was ``critical habitat'' necessary for the toad's survival.

The Fish and Wildlife Service recently concurred that the reservoir bottom is poor habitat for the toad, and that letting off-roaders in there would not harm the species' chances of survival, forest officials said.
