``I think perhaps the economy is placing a bigger burden on families and they are falling apart more and taking it out on the kids,'' said Janis Spire, executive director of the Alliance for Children's Rights The opportunity for children to participate in political and legal decisions that affect them; in a broad sense, the rights of children to live free from hunger, abuse, neglect, and other inhumane conditions. .

Meanwhile, for the second year in a row, the number of children killed in foster care reached a record high of five while the number of children killed by their biological parents was the lowest since 1989.

A total of 35 children were victims of homicides committed by parents, family members or caretakers in both 2000 and 2001, down from a high of 61 in 1991.
