REPORT LINKS FUNDING, POLITICAL SUCCESS.

Byline: Rick Orlov Daily News Staff Writer

A group backing a measure which would severely limit campaign contributions released a report Thursday indicating that the political candidates with the most money usually win.

Wendy Wendlandt, statewide coordinator for the Yes on 212 campaign, said the study also showed that 97 percent of the 100,000 contributions that were documented came from wealthy contributors or businesses.

``Only one-fourth of 1 percent of the money comes from small contributors,'' Wendlandt said. ``The candidate with the most money wins 96 percent of the time. Politicians are worshiping at the altar altar, table or platform for the performance of religious sacrifice. In its simplest form the altar is a small pile, with a square or circular surface, made of stone or wood. Its features vary according to its purpose.  of the almighty dollar Almighty dollar is an idiom often used to satirize an obsession for material wealth (the phrase implies that money is a kind of deity). The phrase is commonly attributed to Washington Irving, who used it in the story "The Creole Village", which was published in the November 1836 , and the public be damned.''

Proposition 212, on the Nov. 5 ballot, would restrict contributions to $100 per donor The party conferring a power. One who makes a gift. One who creates a trust.

and require that 25 percent of all money raised come from within a legislative district.

The initiative also attempts to impose spending limits on campaigns, but Wendlandt acknowledged the courts have refused to impose such caps on wealthy individuals. In addition, it would ban corporate contribution and repeal The Annulment or abrogation of a previously existing statute by the enactment of a later law that revokes the former law.

The measure is one of two campaign reform proposals on the ballot.

Proposition 208, which is backed by Common Cause, would have donation limits of $250, unless a candidate agrees to spending limits, when the donations could be doubled.
