. While Chief William Bratton recommended the panel should find the shooting within policy, a minority opinion on an internal Use of Force Review Board recommended that the last eight of the 10 rounds fired by the officer should be found as a violation of policy.

Bratton will now have the ultimate decision on how Garcia should be disciplined. County prosecutors declined to file charges against the officer.
