The Guide to California Medicare HMOs found that seven of the 13 HMO Medicare plans in Los Angeles County got top marks for benefits and coverage.

In contrast, only 11 percent of the HMO plans offered in eight other California counties scored well, with the number of quality plans decreasing 86 percent in the past two years.
