While the value of Medicare HMO plans have plummeted throughout the state, Los Angeles County consumers benefit from top-quality choices, according to a consumer report released today.

The Guide to California Medicare HMOs found that seven of the 13 HMO Medicare plans in Los Angeles County got top marks for benefits and coverage.

In contrast, only 11 percent of the HMO plans offered in eight other California counties scored well, with the number of quality plans decreasing 86 percent in the past two years.

The guide also found that HMOs have increased prescription drug coverage, but at less-generous rates.

``In past years, most California seniors had outstanding HMO options to choose from,'' said Ann Monroe, director of the California HealthCare Foundation's Quality Initiative, in a statement. ``Now, HMOs are charging higher costs and providing fewer benefits.''

In Los Angeles County, Blue Shield 65 Plus Value Plan and CareMore California Medical Advantage tied for the top overall values.
