Together, the digital certification and key pair act similar to a digital fingerprint. These credentials allow the end-user to gain access to secure Web sites and work in a secure e-mail environment through strong authentication and encryption.

EIDC will initially have 20 employees with access to the system, with plans to add up to 300 internal and external users within the next two years. EIDC's internal online system will be complete by the end of this month and external rollout is scheduled to start January 2000.
