REORGANIZATION PLAN HEADED FOR SIMI CITY COUNCIL.

Anticipating an increase in development, the city is looking into creating a separate department that would oversee planning and construction.

The city is considering breaking up its Department of Environmental Services The various combinations of scientific, technical, and advisory activities (including modification processes, i.e., the influence of manmade and natural factors) required to acquire, produce, and supply information on the past, present, and future states of space, atmospheric,  and creating a new department - Community Services.

If the proposal is approved by the Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  City Council, the new department would help meet demands for additional services and keep managers better informed about plans and projects, staff members say. The council will discuss the plan at 6:30 tonight at City Hall, 2929 Tapo Canyon Road.

``The management presence will be closer to what is going on,'' Mayor Greg Stratton said. ``It'll be easier to ensure that staff doesn't make mistakes and do things wrong and go in the wrong direction. As a result of that, we'll need less time backtracking (algorithm) backtracking - A scheme for solving a series of sub-problems each of which may have multiple possible solutions and where the solution chosen for one sub-problem may affect the possible solutions of later sub-problems. .''

This structure has served the city well for several years, City Manager Mike Sedell wrote in a report.

However, with broadening responsibilities and an increase in development, the city reviewed its structure to see if there wasn't a better way to serve the public.

``Now, the jobs just continue to grow and there's a point where the department needs to be split up,'' Stratton said.

 Department of Environmental Services consist of the divisions of planning, housing/special projects, and building and safety.

The new Community Services Department will consist of the divisions of compliance, citizens services and transit.

The Building and Safety Division would move from the Public Works Department Many governments worldwide have had departments or ministries referred to as the Public Works Department either formally or informally.

 to the Department of Environmental Services to coordinate the project review process, from development application through certificates of occupancy, Assistant City Manager Don Penman said.

This reorganization will require creating a new department-head position - director of community services. The director of Environmental Services, Diane Jones, will assume this position, and the city will recruit a new Environmental Services director.

Staff is recommending that the city spend $15,000 to hire an executive search firm to find a qualified candidate, Penman said.

If approved, staff recommends the reorganization be implemented July 1, the beginning of the 1996-97 fiscal year.

Stratton said he likes the reorganization plan A scheme authorized by federal law and promulgated by the president whereby he or she alters the structure of federal agencies to promote government efficiency and economy through a transfer, consolidation, coordination, authorization, or abolition of functions. .
