Independence Committee announced Tuesday that 90 percent of candidates for mayor and city council in the proposed new city have signed a pledge to support rent control.

Ninety-eight of the 111 candidates for Valley offices signed a pledge vowing to enact Los Angeles' current rent-control policy in a new Valley city at the first meeting of its city council, said Carlos Ferreyra, co- chairman of the Valley Independence Committee and a candidate for Valley council.

The pledge - the first written commitment by Valley candidates on an issue - was intended to defuse de·fuse

``We aim to protect every renter who lives in the new city,'' Ferreyra said at a press conference in front of a North Hollywood apartment complex.

One mayoral candidate, Bruce Boyer, did not sign the pledge and said he is sending a letter explaining his opposition. He said rent control leads to slums by choking Choking Definition

``Why don't we go to 7-Eleven and tell them that the 64-ounce Diet Pepsi Diet Pepsi is a low-calorie carbonated cola, introduced in 1964 as a variant of Pepsi-Cola with no sugar. Its current formula in the United States contains only the artificial sweetener aspartame, but the current Canadian formulation contains both aspartame (124mg/355ml) and  that I just bought shouldn't cost $1.69 and that I think 50 cents is a fair price because that's all I can afford?'' Boyer said.

A larger number of candidates, however, said affordable housing would be a top priority in a new Valley city and that they firmly support efforts to keep rent control in place or even expand the current ordinance to cover newer apartment complexes.

``We're ethically and morally bound to preserve rent control,'' council candidate Carol Silver said. ``People shouldn't have to choose between food, medicine and housing.''

Ferreyra said the Valley Independence Committee solicited pledges from candidates on rent control to eliminate a scare tactic used by secession opponents.

But the leader of Mayor James Hahn's anti-secession campaign called the pledges meaningless and said a new city wouldn't necessarily represent renters.

Hahn consultant Kam Kuwata said some secession leaders have opposed rent control in the past, and he accused the Valley Independence Committee of hypocrisy Hypocrisy
