    Details: The Health Insurance Portability and Accountability Act
        of 1996 ("HIPAA") privacy rules became effective on April 14,
        2003 (with a delayed effective date of April 14, 2004 for
        certain small covered entities). The new rules require
        significant changes in the operation of health care providers
        and group health plans, including limitations on disclosures
        from health plans to employers. This will affect not only the
        operation of group health plans, but other benefit plans and
        human resources operations as well. Founded more than 50 years
