REG GILLIAM JOINS HILL AND KNOWLTON;WAS CONGRESSMAN LOUIS STOKES' CHIEF OF STAFF

 WASHINGTON, May 28 /PRNewswire/ -- Capitol Hill veteran and federal legislative expert Reginald E. Gilliam Jr. will join Hill and Knowlton Public Affairs International as senior vice president in the firm's Washington office, it was announced today. In this new professional capacity, Gilliam will serve as a senior member of the company's public affairs team, according to Public Affairs Worldwide Chairman Tom Hoog.
 "Reg Gilliam brings exceptional depth and strong expertise not only on broad legislative and regulatory matters, but also special strength on transportation policy," Hoog said. "We are proud to have his substantive capabilities, and to make his widely respected skills available to our clients."
 Gilliam most recently served as chief of staff for Rep. Louis Stokes (D), dean of the Ohio Congressional delegation. In an earlier role, he was appointed in 1980 by President Carter to serve as a member of the Interstate Commerce Commission (ICC) where he was named vice chair of the commission until expiration of his term in 1983. The ICC is the United States' oldest regulatory body, which oversees national surface transportation industries including rail, trucking and passenger bus services.
 In other professional capacities, Gilliam previously served as legislative counsel to Sen. John Glenn (D-Ohio), as well as director of commercial transportation for the state of New York under Gov. Mario Cuomo. Gilliam combined his outstanding public service record with faculty positions on several major colleges and universities including Williams College and the State University of New York. He is the author of three books as well as numerous journal articles on politics and transportation policies.
