REFORM PANEL BACKS 1 CITY ATTORNEY.

A second charter reform panel Thursday recommended there be one elected city attorney in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  to handle both criminal and civil matters, but urged that the mayor be given more control over the settling of lawsuits.

The Elected Charter Reform Commission, in a 10-2 vote, said the City Attorney's Office should remain in charge of the two areas - as the Appointed Charter Reform Committee also has recommended - in handing Mayor Richard Riordan Richard J. Riordan (born May 1, 1930) is a Republican politician from California, U.S. who served as the California Secretary of Education from 2003–2005 and as Mayor of Los Angeles from 1993–2001. Riordan ran for Governor of California unsuccessfully in 2002.  a setback setback

But the elected panel voiced dissatisfaction with the Mayor's Office being kept out of the loop in deciding how the civil cases should be handled.

``If we believe the mayor should have more authority, we should let him have some say in controlling the litigation An action brought in court to enforce a particular right. The act or process of bringing a lawsuit in and of itself; a judicial contest; any dispute.

,'' Commissioner Rob Glushon said.

Also, Glushon said, it would not mean the City Council would be cut out of the process since it would have to approve spending any money on the settlements.

The elected commission, like the appointed panel, is beginning to make strides in defining issues it wants to place before the voters in 1999 to change how the city is governed. It previously had said it wants to see the mayor given more authority in running the city.

``Look at some of the cases being handled today that protect consumers and they are the result of actions by elected city attorneys,'' Hahn told the commission, citing his office's success before the Public Utilities Commission and against the auto insurance industry.
