 Bob Lee applauded the proposal and agreed that city, county and school officials need to work together more to have infrastructure in place before new residents arrive.

However, Lee questioned whether a task force would be effective against developments currently seeking approvals. The ideal, but unrealistic solution, would be to create an 18-month freeze on development while the task force convenes, he said.

``The mayor hit the nail on the head,'' said Councilman Frank Ferry, who supports a joint advisory board composed of community members. ``If you go out and ask 100 people what managed growth is, you'll get 100 different answers. I know when I walk into negotiations with developers, I want schools, parks and roads. For others, they're worried about density and open space.''

Councilwoman Jill Klajic said she would support the formation of a joint city-county general plan, because she has pushed for one since 1990, but is skeptical that a 15-member task force would yield more than ``political rhetoric.''

``I think it's Jo Anne's way of quieting the natives,'' Klajic said. ``The environmentalists are going to be pushed out of discussions and won't be heard above the developers.''

Klajic said a more effective way to respond to the community's wishes would be to introduce a ballot measure that would give final approval of all development to voters. She currently is studying such a proposal.

``I personally would want to see the city have greater control over developments in county jurisdiction, but I would not want to see the county have greater say in development inside city boundaries.''
