RAIN AND WINDS POUND SOUTHLAND AREA SPARED HEAVY FLOODING, MUDSLIDES.

As rain fell on Southern California on Monday, Northern California was recovering from storms that are believed to have caused more than $100 million in damage.

Gov. Arnold Schwarzenegger declared a state of emergency in seven counties, including Del Norte, Humboldt, Mendocino, Napa, Sacramento, Sonoma and Trinity.

The Russian River at Guerneville was receding after remaining for hours at 41 feet - 9 feet above flood stage - but officials said it likely wouldn't fall below flood stage until this morning.

Napa officials said about 600 homes and 150 businesses were flooded, causing an estimated $50 million in damages. A layer of mud and debris coated city streets but most flooded roads had been reopened by Monday.

The NWS recorded 1.62 inches of rain in Van Nuys from 4 p.m. Sunday to 4 p.m. Monday. There was 1.58 inches of rainfall in Northridge over the same time period.

In Burbank, residents of the hillside area of Country Club Drive watched muddy water flow down the street Monday in front of their homes - near hillsides burned by wildfire last fall.

``It's a natural drainage and (water) always comes down,'' said Country Club Drive resident Bill Vick, 88. ``So there's never a big rain that you don't have drainage in the street.

``It doesn't bother us. We're used to it,'' he said.

Southern California fire departments had swift-water rescue teams ready to go out on Monday, but they got no calls to save anyone swept away by the water flow.

 Gattenio, 73, of West Hills had an ash tree crash down in front of his Sausalito Avenue home. He was at the back of his property when he heard the tree come down.

``Just a great big snapping, cracking noise,'' Gattenio said. ``Nobody yelled timber.''

Authorities in Los Angeles and Ventura counties reported that a number of trees fell on Monday, some directly onto homes and garages.

Along Los Angeles County's beaches, county and city fire departments used bulldozers to push up sand berms to keep high tides and waves from flooding coastal areas.

At the Sepulveda Basin, Hansen Dam and Tujunga Wash areas, police officers patrolled public recreation zones to get homeless people out of the path of rising waters.
