AUSTIN, Texas--(BUSINESS WIRE)--Sept. 29, 2000

Quality I.C. Corporation, ("QIC") a wholly-owned subsidiary of Silicon Valley Research, Inc. ("SVR") (OTCBB:SVRI), announced today the appointment of two new directors, John F. Tiede and Charles Watson, to its management team. The Company has more than doubled its headcount in the past quarter and has been successful in adding key management personnel to further the growth and success of the Company.

John F. Tiede, who joined the Company in August, assumes the role of Director of Training and Development. Mr. Tiede graduated from the University of Rochester in NY with a BS in Electrical Engineering. He joined IBM Research upon graduation and worked in a series of development, marketing and management positions in headquarter, manufacturing and field locations during his 30 years with IBM. Mr. Tiede was most recently employed as a CMOS Physical Designer at Motorola and for the last three years he has been an Adjunct Professor at Austin Community College teaching Integrated Circuit Layout and Design.

Charles Watson, who joined the Company in September, assumes the role of Director of Design Methodologies. Mr. Watson, a 19-year industry veteran, served as Vice President of Austek, Inc., Austin's first IC layout consulting house. In his 18 years at Austek, in addition to methodology implementation, he performed digital and analog layout design consultation for companies such as Advanced Micro Devices, Analog Devices, CHIPS, DEC, Intel, Intermedics, Level One, Motorola, Texas Instruments, and Xylinx. As a project leader and workgroup manager at Austek, Mr. Watson accumulated experience and perspective in processes ranging from Galium Arsenide to silicon-on-insulator. Before joining QIC, he was Principal Designer at Hesson Labs creating high-speed transceivers for future telecommunications products.

Joe Gonzales, who joined QIC over four years ago, continues to serve as Director of Design Services and Operations. Mr. Gonzales began his career at Motorola in 1978, where he worked on the layout of the 68000. At that time, he was one of the first 25 layout people in Austin, Texas. In 1984, Mr. Gonzales became a supervisor accountable for the physical designs of the 6805 CMOS Microcontroller. In 1986, he joined Advanced Micro Devices ("AMD") in the 29K RISC Microprocessor division where he developed layouts and layout methodologies. Mr. Gonzales held the title of Section Manager when he left AMD for QIC in 1996. Mr. Gonzales served as a senior consultant at QIC until 1998, when he was promoted to Director of Design Services and Operations. He has been key in continuing and developing growth at Quality I.C.
