QATAR: Growing Domestic Demand.Qatar's demand for natural gas is growing rapidly and so is its demand for electricity. The ministry of electricity and water says in a new report the emirate's power generation capacity in 2000 will be short of demand by 33%. Current capacity is 1,800 MW, compared to 1,500 MW in 1995 and the ministry says it should reach 4,000 MW in 2010. By then all of Qatar's power generation capacity will be fired by natural gas, hence the need of additional gas supplies from the Khuff formations. Demand for gas to feed industries and the petrochemicals sector will more than double its 1995 level by 2010. Its proposed gas- to-liquids (GTL) plant is to be a joint venture, with QGPC to hold 51%, Sasol to have 34% and Philips Petrolem of the US to hold 15%. The plan is based on a new feasibility study The analysis of a problem to determine if it can be solved effectively. The operational (will it work?), economical (costs and benefits) and technical (can it be built?) aspects are part of the study. Results of the study determine whether the solution should be implemented. which has just been completed. QGPC, Sasol and Philips signed a memorandum of understanding A Memorandum of Understanding (MoU) is a legal document describing a bilateral or multilateral agreement between parties. It expresses a convergence of will between the parties, indicating an intended common line of action and may not imply a legal commitment. on the project on July 16, 1997. At the time, the proposal was for two trains to be built at the new Ras Laffan industrial centre, each with a capacity of 10,000 b/d. In its new plan, Sasol is proposing the use of advanced technology for each train to have a capacity of 15,000 b/d. The plan calls for costs to be reduced across the board so that total investment would come to less than the $550 million proposed originally. The diesel will be marketed in South-east Asia South-East Asia n → le Sud-Est asiatique South-East Asia south n → Südostasien nt South-East Asia n → , as well as in the US where Ford Motor, General Motors and Chrysler are developing vehicles which will burn such diesels. The product will be sold at a premium of about $2/barrel over ordinary diesel. It will also be used to upgrade low quality diesel.
