"The most obvious result," he said, "has been the tremendous increase in the value of real estate, which can only happen in a safe environment."

As a result of programs such as Operation Impact, which focuses the police department's resources in areas that need them the most, crime has fallen each year for the last four years. 2005 had the lowest total number of murders in 43 years, since records began in 1962.

Also, in an effort to work with the private sector, the department has held training seminars for a variety of selected industries, including the real estate industry.

"We can't be everywhere at once," Kelly said. "We need the private sector to help. We've been receiving that support and it's been successful."

He added, "I know we can count on IREM to be among our strongest allies in the fight against terrorism."
