Ottawa -- Prostitution remains illegal in Canada. This was the main thrust of a Dec. 13 parliamentary report from a Justice Dept. committee. Although it condemned the exploitation of underage prostitutes, trafficking and other coercive practices, its conclusion was considered a "lowest common denominator low·est common denominator
