Prostitution.Ottawa -- Prostitution remains illegal in Canada. This was the main thrust of a Dec. 13 parliamentary report from a Justice Dept. committee. Although it condemned the exploitation of underage prostitutes, trafficking and other coercive practices, its conclusion was considered a "lowest common denominator low·est common denominator n. 1. These elements obviously viewed decriminalization decriminalization n. the repeal or amendment (undoing) of statutes which made certain acts criminal, so that those acts no longer are crimes or subject to prosecution. as a cure-all for such crimes as the murders of prostitutes.
