"All foundries big or small that may be impacted by the standards as they have been proposed need to file comments. The agency believes that the impact on our industry is minimal. The ball is in our court to prove them wrong," Mosher said.

It is expected that the debate over the proposed rule will not end with technical arguments. Legal counsel also will be required to review technical and procedural arguments that AFS will submit during the comment period.
