THE PACESETTER STATE COMPENSATION INSURANCE FUND The State Compensation Insurance Fund (SCIF or State Fund) is a workers' compensation insurer that is operated as a public enterprise created by the U.S. state of California. IN almost any other situation, losing 25 percent of your business and market share in one year would be considered disastrous. But people across the board are cheering the loss of business at the quasi-state-run State Compensation Insurance Fund. Even the fund's own top executives are happy. State Fund's premium volume written plunged in 2005 to $6.1 billion, while its market share among all insurance carriers dropped below 10 percent. The reason for the celebration: The workers' compensation insurance crisis earlier this decade had swollen the rolls of this insurance carrier of last resort so much that it was widely feared it would collapse.
