Progress Telecom Corporation, a wholesale broadband services provider, and EPIK EPIK Eesti Puuetega Inimeste Koda (The Estonian Chamber of Disabled People)  Communications, of Orlando, announced today the closing of the agreement to combine operations made public last month.
