Programs for the development of oil refining and ethylene industries.


The State Council Standing Conference sponsored by Premier Wen Jiabao Wen Jiabao (wĕn` jyä`bou`), 1942–, Chinese political leader, b. Tianjin. Originally a geologist, he worked for the Gansu provincial geological bureau (1968–82), where he was the head of its political section, and rose to deputy  evaluated and passed the "Special Program for the Medium and Long-Term Development of the Oil Refining refining, any of various processes for separating impurities from crude or semifinished materials. It includes the finer processes of metallurgy, the fractional distillation of petroleum into its commercial products, and the purifying of cane, beet, and maple sugar  Industry" and the "Special Program for the Medium and Long-Term Development of the Ethylene ethylene (ĕth`əlēn') or ethene (ĕth`ēn), H2C=CH2, a gaseous unsaturated hydrocarbon. It is the simplest alkene.  Industry" on January 11th, 2006.

Oil refining and ethylene industries are important energy and basic raw material sectors of the national economy in China. Since reform and opening up, oil refining and ethylene industries have made a vigorous development and played an important role in the national economy and social development. There are however still problems such as insufficient resource supply ability, irrational ir·ra·tion·al

 industrial distribution, low industrial concentration, weak technology innovation ability, unduly large low-level production capacity and weak enterprise and product competitive edge. It is therefore necessary to formulate and implement medium and long-term development programs so as to guide and promote rational industrial distribution, optimize product portfolio, upgrade overall competitive edge and achieve orderly and sound developments in oil refining and ethylene industries.

Close attention should be paid to the following points in the development of oil refining and ethylene industries.

(1) Great efforts should be made in distribution readjustment re·ad·just

. Existing enterprises should be optimized to achieve oil refining and chemical production integration, rational distribution and scale development and upgrade industrial concentration and resource comprehensive utilization.

(2) Stringent admission standards should be implemented. Focus should be laid on environmental protection and safety in industrial distribution and production.

(3) Scientific and technological debottlenecking should be strengthened. Measures should be taken to develop new processes and new technologies for energy conservation and consumption reduction, intensify in·ten·si·fy
