"A $200,000 reduction in revenue service fees -- and the reason for that is because we distributed less product and less administrative service fees were collected as a result," Reed said. It's not just one thing it could be spread across many program areas," Ziska said of the decrease in program services. "When you have a budget of $85 million or so (a) $1 million (drop off) -- it can fluctuate like that from year to year." Still, program service figures can be somewhat difficult to tap into, depending on the nature of the organization.
