Under O'Brien, the PLI embarked on a challenging path to better understand consumers' privacy concerns by commissioning ground-breaking research about individuals' perceptions of the value of information exchange both online and offline.

 of six waves of research identified a trust gap, around which the PLI developed a campaign to help consumers feel more comfortable in today's information economy. At the center is PLI's Web site - www.understandingprivacy.org - designed to provide consumers with simple, easy to use tools and tips so they can make informed choices about protecting their privacy while experiencing the benefits of information exchange.

At the same time, O'Brien and the PLI recognized the need for businesses to take a leadership role in establishing the best privacy policies and practices. The Privacy Manager's Resource Center - also at www.understandingprivacy.org - provides privacy officers the tools for developing appropriate privacy practices and policies based on choice and trust.
