Experienced team to guide critical legal and

regulatory initiatives

Prism Communication Services, Inc., a leading integrated communications carrier, today announced the opening of its Law Department in Washington, D.C. Staffed by an influential team of professionals, the second Prism office will direct the company's legal, legislative and regulatory efforts. The corporate expansion supports Prism's aggressive national rollout strategy and the emphasis the company intends to place on impacting regulatory and legislative issues.

The dedicated staff is led by Randall B. Lowe, chief legal officer, who will oversee the operation of the Law Department, as well as contribute to Prism's business planning. A 25-year veteran of telecommunications law, Mr. Lowe has been intimately involved in the competitive opening of virtually all communications markets during the last quarter century, and is a recognized, vocal advocate of local access competition. Formerly with Piper Marbury, one of the leading telecommunications law firms in the country, Mr. Lowe also worked as corporate counsel for AT&T and ITT ITT Initial Teacher Training (UK)

In addition to Mr. Lowe, the Prism legal team will consist of Renee Roland Crittendon, Deputy Chief Counsel, Telecommunications; Julie A. Kaminski, Deputy Chief Counsel, Telecommunications; Daniel W. Pugh, Deputy Chief Counsel, Corporate; Marni J. Shapiro, Regulatory Compliance Administrator; and Jane L. Hall, Executive Assistant.

Ms. Crittendon joins Prism from private practice where she represented international and domestic communications companies providing telephone, cable, satellite, television and radio services. As Deputy Chief Counsel, she will concentrate on regulatory and legislative issues on the state and federal levels. Ms. Crittendon is a graduate of Georgetown University (BA) and George Washington University George Washington University, at Washington, D.C.; coeducational; chartered 1821 as Columbian College (one of the first nonsectarian colleges), opened 1822, became a university in 1873, renamed 1904.  National Law Center, and is a member of the District of Columbia bar, the Maryland bar and the Federal Communications Bar Association.

Ms. Kaminski will work on federal and state regulatory matters and issues affecting Prism's relationship with incumbent local exchange carriers. In addition, she will provide assistance on the corporate level with business transactions and legislative initiatives. Prior to joining Prism, Ms. Kaminski worked in private practice as a communications attorney on behalf of communications companies. Mr. Pugh joins Prism from private practice where he represented high tech companies on general corporate issues as well as mergers, acquisitions and security offerings. At Prism, he will concentrate on corporate, securities, intellectual property, real estate, tax, employee benefits, and labor matters. Mr. Pugh is a graduate of Massachusetts Institute of Technology Massachusetts Institute of Technology, at Cambridge; coeducational; chartered 1861, opened 1865 in Boston, moved 1916. It has long been recognized as an outstanding technological institute and its Sloan School of Management has notable programs in business,  (SB) and the University of Maryland School of Law University of Maryland School of Law is a law school located in downtown Baltimore, Maryland. Ms. Hall has more than 13 years experience as a secretary and paralegal with telecommunications law practices in Washington, DC. At Prism, she will assist the lawyers and with the administration of the Washington DC office. Ms. Hall is a graduate of Katherine Gibbs Secretarial School.
