David Horton Wilkins (born October 12, 1946) is the current United States Ambassador to Canada. Prior to the appointment, he was the Speaker of the South Carolina House of Representatives.

"I'm obviously thrilled and very thankful for the president's confidence," Wilkins said. The confirmation process is expected to take two to four months. Three prominent Republicans are lining up to replace Wilkins. Representative Jim Harrison is chairman of the House Judiciary Committee. Representative Bobby Harrell is chair of the Ways and Means WAYS AND MEANS. In legislative assemblies there is usually appointed a committee whose duties are to inquire into, and propose to the house, the ways and means to be adopted to raise funds for the use of the government. This body is called the committee of ways and means.  Committee and Representative Doug Smith is the speaker pro tern.
