In the past, practitioners (i.e., CPAs, attorneys and enrolled agents An Enrolled Agent (or EA) is a tax professional recognized by the United States federal government to represent taxpayers in dealings with the Internal Revenue Service. Approximately 8 million pieces of correspondence are sent to taxpayers during tax season, specifically about processing returns. IRS Commissioner Rossotti estimates that the Initiative will allow the IRS to resolve up to 90% of issues through telephone contact with paid preparers.

The Initiative will eliminate the need for a Power of Attorney only for certain matters. The checkbox authorization The right or permission to use a system resource; the process of granting access. See access control.  is limited to issues arising during the processing of the specific return. Taxpayers still need to sign a Power of Attorney for examination matters, underreported income, appeals and collections notices.

Although the Initiative is limited to paid preparers, the Service is looking into addressing the needs of businesses and taxpayers (such as the elderly and non-English-speaking) who depend on friends and family to prepare returns.
