 is considering the development of two petroleum coke Petroleum coke (often abbreviated petcoke) is a carbonaceous solid derived from oil refinery coker units or other cracking processes.[1] Other coke has traditionally been derived from coal.  plants in Thunder Bay Thunder Bay, city (1991 pop. 113,946), SW Ont., Canada, on Thunder Bay inlet of Lake Superior. The city was created in 1970 by the amalgamation of the twin cities of Fort William and Port Arthur and two adjoining townships. , and additional plants in Atikokan and Red Rock.

The company has partnered with Cascades mill in Thunder Bay and Norampac in Red Rock to develop a 105-megawatt power plant on the mills' properties. The Thunder Bay plant will feed power to Cascades, Great West Timber, Lac Des Iles Mine and the Pascol shipyard.
