Lang (economics, Boston U.) finds that many theories that have driven anti-discrimination policy are based on political pipe dreams rather than solid facts, and here he seeks to correct the perceptions of students, social scientists and policymakers through rigorous analysis. He explains the statistical arguments, then turns to the issue of who is poor by describing official and statistically correct measures, the evolution of poverty policy, trends in poverty under the effects of selected policies, labor market policies, family composition, concentrated poverty, education and education reform and welfare reform He then examines racial discrimination, starting with theory and progressing to discrimination in the labor market, education, customer markets and the judicial system, the moves to discrimination based on sex. He closes by proposing an agenda to decrease poverty and discrimination.
