"Business executives believe that the judiciary judiciary

Branch of government in which judicial power is vested. The principal work of any judiciary is the adjudication of disputes or controversies. Regulations govern what parties are allowed before a judicial assembly, or court, what evidence will be admitted, what
 is the most corrupt entity in Chile," read a recent headline from a survey conducted by [conservative Chilean think tank] Libertad y Desarrollo. This raised doubts about the survey itself, leading Libertad y Desarrollo to defend the study, arguing that it was "based on a serious methodology, similar to that used by the World Economic Forum."

While the World Economic Forum's methodology is worthwhile imitating, let's consider what the survey itself says about Chilean corruption. In most of the questions, Chile's evaluation is similar to the average of most developed countries. In general, the levels of corruption detected by the think tank are very much higher than those of the World Economic Forum.

One possible explanation is that each survey's questions were formulated for·mu·late

With the aim of making the relationship between money and politics transparent, lobbying should be regulated; a law requiring financial statements from regulators and high public officials (and their relatives) should advance; election spending should be better regulated; and information generated using public budgets should be published on the Web. These are the key subjects to consider in conducting surveys about governability Gov´ern`a`bil´i`ty
