Since the World Trade Center was on land owned by the Port Authority of New York & New Jersey and leased by Larry Silverstein Larry A. Silverstein (born 1932 in Bedford-Stuyvesant in Brooklyn, New York) is an American billionaire real estate investor and operator and the head of Silverstein Properties, a real estate development group. , plans for the new structures do not require public approval. But, as is common with major projects, architects for Silverstein outlined details for the local community board on an advisory basis.

David Childs David M. Childs (born 1941 Princeton, New Jersey) is the Consulting Design Partner at Skidmore, Owings & Merrill who has projects all over the world and now is designing the Freedom Tower in New York. , a consulting partner at Skidmore Ownings & Merrill, said the plans called for building 52 stories with a glass lobby opening onto Greenwich Street to the east. The previous building had 47 stories and opened on Vesey Street to the south. The added height of the new building, 750 versus 616 feet, will compensate for the loss in the footprint of the building, from 44,000 SF to 34,000 SF. The footprint was shrunk shrunk

Excavation is expected to be completed by mid-June with the building expected to be completed by 2005. A Con Edison substation will be located at the bottom of the building and is expected to be completed by September or October 2003.
