How did the transformation of Paris change Europe and the world? It began with the Napoleon III regime and the work of one Baron Haussmann Baron Georges-Eugène Haussmann (March 27, 1809 – January 11, 1891) was a French civic planner whose name is associated with the rebuilding of Paris.
