 - The Coos County Coos County is the name of two counties in the United States:

 Commission on Wednesday terminated its contract with the Miami firm that had nearly finished building a natural gas pipeline from Roseburg to Coquille.

That means the county will have to find another contractor to finish the 60-mile, taxpayer-funded project.

It also means more delays. The project was supposed to be completed by January. MasTec Inc. stopped working in December.

"Coos County has urged MasTec to comply with its contractual commitments," wrote Portland attorney Jay Waldron in a letter dated Tuesday to the company. "MasTec refuses to do so."

The county and company are in a dispute about payments for pipeline work. MasTec filed a $10 million lawsuit lawsuit: see procedure; tort.  against the county in February.

"They terminated the agreement when they stopped paying us," Nearing said. "I'm not entirely sure what the county is trying to accomplish in this."

 Waldron's letter, the company requested nearly $32 million to complete the project, Waldron wrote. MasTec promised last year to do the job for $23 million, but has since submitted $4.2 million in change orders and $4.2 million in additional costs.

"Coos County rejected MasTec's demand, asked MasTec to go back to work and MasTec refused," Waldron wrote.

The letter also notified MasTec of other problems, including several lawsuits filed against the county and the company by environmentalists and angry landowners. The county also asked MasTec to protect it from actions by federal and state agencies that are investigating multiple violations of water quality regulations and labor laws labor law, legislation dealing with human beings in their capacity as workers or wage earners. The county also claims the company worked on part of the project without getting approval from the county, failed to pay two subcontractors and failed to comply with road permits.

County officials refused further comment.

Nearing responded that the various lawsuits are a result of the county's inability to obtain proper permits for the job, and that subcontractors stopped getting paid when MasTec stopped getting paid. He said the change orders submitted are partly a result of work the county asked for that was outside the scope of the contract or that was unanticipated in the contract.

"Hopefully a new contractor with a better record, more experience will be able to clean up MasTec's mess and finish the project."
