Under the agreement, the DLA has purchased Pilot's LightShip lightship, moored vessel bearing lights and other signal devices to guide ships and warn of hazards to navigation. Lightships are generally stationed at points where a lighthouse cannot be erected; they are given distinctive features (e.g.  Suite and Command Center, a complete, integrated set of client/server and mainframe development tools used for developing DOD business intelligence applications. Business intelligence applications support the market need for transforming business data into meaningful management information, and ultimately insights which support strategic business decisions.

The Pilot Software business intelligence software will be implemented within the next six months for more than 5,800 users, running the Pilot products across multiple platforms. The DOD's middle and senior management will use Pilot's business intelligence software solution for quantitative applications including weapons systems management, corporate information management (CIM) initiatives and depot maintenance, as well as qualitative applications such as presidential and congressional budgets.

For example, the DATDC uses LightShip within the Office of the Under Secretary of Defense for Acquisition and Technology to establish access for the integration and analysis of critical time-sensitive information such as environmental costs by state, transportation training and performance data, daily congressional activities, and foreign direct investments in U.S. firms. The DATDC's business intelligence application also provides end-users with a means to access internal and external data sources from legacy and migration systems.
