PennDOT Opens Photo License Center at York On-Line Messenger Service; Facility Relocated From Delco Plaza Mall to Runkle's Notary & Insurance.

"The relocation of this Photo License Center from its previous location at the Delco Plaza Mall to Runkle's cuts costs for the Commonwealth by saving Pennsylvania more than $27,000 in taxpayer dollars annually," said Betty Serian, Deputy Secretary for Safety Administration at PennDOT. "The relocation also strengthens the partnership we have with this small business, and demonstrates the commitment Runkle's and PennDOT have made to ensure that photo license services are convenient and accessible to York area customers."
With the addition of a PennDOT Photo License Center at Runkle's Roosevelt Avenue location, customers who visit the On-Line Messenger service Messenger Service is a network-based system notification service included in some versions of Microsoft Windows. This service, although it has a similar name, is not related in any way to the . provider can obtain "one-stop shopping" by walking in with a driver license or photo ID renewal and walking out with a new driver's license or photo ID in hand. A variety of other driver and vehicle related products and services are also available for customers to obtain over the counter.

To distribute the administrative functions or powers of (a central authority) among several local authorities. services by allowing private sector businesses to provide motor vehicle and driver license services. A secure, online connection with PennDOT's computer systems makes the services possible. Although there is an added fee in addition to the PennDOT fee, customers who use On-Line Messenger services find it fast, convenient and easy to use. The program rapidly expanded from two to more than 200 locations with 1.6 million customers using an On-Line Messenger service in 2003. Runkle's came on board as an On-Line Messenger service provider in 1996 at its Red Lion location and in 1998 at its Roosevelt Avenue location.
The photo license center at Runkle's is open for business on Tuesdays, Wednesdays, Fridays and Saturdays from 8:30 a.m. to 4:15 p.m.; and on Thursdays from 8:30 a.m. to 8 p.m. Hours of operation for general services at Runkle's are Monday through Friday, 9 a.m. to 7 p.m.; and Saturday, 9 a.m. to 2 p.m.
