Recent data from the Federal Acquisition Institute (FAI) indicates that 54 percent of contracting officers will be eligible to retire in 2015. The loss could be severe at the Small Business Association (SBA) where 81 percent will be eligible to retire and at least 60 percent in the Army, Navy, Energy, Homeland Security and Health and Human Services departments could leave.

Over 125,000 federal employees are in these jobs and federal procurement employees oversee nearly $350 billion in annual spending, so losses may be critical. Fewer than eligible could take retirement, so some knowledge base will be retained, but over the next eight years, new employees from the private sector and universities will need to be attracted to these roles.
